India is accelerating efforts to secure long-term uranium supplies as it expands its nuclear energy programme. After strengthening cooperation with Australia, New Delhi has now reached an agreement with Uzbekistan covering long-term uranium supplies and cooperation on rare minerals.
The agreement was reached during Indian Prime Minister Narendra Modi’s visit to Uzbekistan. Uzbekistan is among the world’s major uranium producers, and Indian media reports say the deal is aimed at ensuring a steady supply of nuclear fuel for India’s growing nuclear power sector.
The development is significant for Pakistan because India’s nuclear expansion is taking place alongside a broader effort to build a diversified international network for nuclear fuel and critical minerals.
India Uranium Supply Strategy
India’s growing demand for uranium is closely linked to its long-term nuclear energy plans. New Delhi has set an ambitious target of producing 100 gigawatts of nuclear power by 2047.
India currently has an installed nuclear power capacity of around 8.8 gigawatts. Reaching the 2047 target would therefore require the construction of numerous new reactors and a substantial increase in nuclear fuel supplies.
Uranium is essential for operating conventional nuclear power reactors. As India expands its nuclear fleet, securing reliable access to uranium is becoming an increasingly important part of its energy strategy.
India has uranium deposits in states including Jharkhand and Andhra Pradesh, but Indian media reports say domestic resources are insufficient to meet the country’s future requirements. Mining also faces challenges linked to land acquisition and environmental concerns.
India also possesses significant thorium resources. However, developing a commercially viable thorium-based nuclear fuel cycle remains technologically challenging, with uranium continuing to play an important role in the initial stages.
Why Uzbekistan Matters to India
The Uzbekistan agreement is part of what Indian media describes as a wider effort to diversify India’s nuclear fuel sources.
According to a News18 report, New Delhi is seeking a broad international supply network so that disruptions involving one supplier do not leave its nuclear power programme exposed. India has therefore been developing nuclear fuel relationships with countries including Australia, Uzbekistan, Kazakhstan, Canada and France.
For India, diversification can reduce dependence on any single supplier. It can also provide greater flexibility if geopolitical tensions, sanctions, transportation problems or other disruptions affect international nuclear fuel markets.
The role of Central Asia has become particularly relevant following the Russia-Ukraine war. Changes in financial arrangements, transportation routes and geopolitical relationships have made some international supply chains more complicated.
Against this backdrop, stronger uranium partnerships with Uzbekistan and Kazakhstan could give India additional options for maintaining long-term nuclear fuel supplies.
What India’s Nuclear Expansion Means for Pakistan
India’s search for uranium should not be viewed only as an energy issue. It also has wider strategic implications for South Asia.
A major expansion of India’s civilian nuclear power capacity could increase the country’s overall access to nuclear technology, infrastructure and fuel. While civilian nuclear energy is primarily intended for electricity generation, the scale of India’s planned expansion inevitably attracts attention in Pakistan because of the existing strategic competition between the two countries.
For Pakistan, the development highlights the need for a carefully planned energy security strategy. Islamabad should closely monitor India’s nuclear expansion without allowing the issue to create unnecessary alarm or an economically damaging race.
Pakistan should instead focus on strengthening its own civilian nuclear energy programme, improving domestic energy production and diversifying its electricity mix.
Pakistan Needs a Long-Term Energy Strategy
Pakistan faces a different energy challenge. The country needs reliable and affordable electricity to support economic growth, industry and households.
Islamabad should therefore examine opportunities to expand peaceful nuclear power generation, alongside hydropower, solar, wind and other domestic energy resources. Greater investment in energy infrastructure could reduce dependence on imported fuels and improve long-term energy stability.
Pakistan should also strengthen diplomatic and commercial engagement with uranium-producing countries where appropriate and continue developing reliable international partnerships for civilian nuclear fuel and technology.
At the same time, Islamabad should maintain its commitment to international nuclear safety and non-proliferation standards. Energy security should remain the central objective.
Regional Energy Competition Could Grow
India’s expanding uranium procurement network could contribute to greater competition for long-term nuclear fuel supplies. As more countries seek uranium to expand nuclear generation, securing stable contracts and reliable transportation routes could become increasingly important.
For Pakistan, this creates both a challenge and an opportunity.
The challenge is that India could substantially increase its nuclear electricity generation capacity over the next two decades. The opportunity is for Pakistan to pursue a similarly long-term but economically sustainable energy policy based on its own national requirements.
Rather than reacting to every Indian move, Pakistan should concentrate on building dependable energy capacity, reducing transmission losses, improving the power sector and attracting investment in nuclear and renewable generation.
India’s uranium search therefore deserves close attention in Islamabad. Its immediate impact is likely to be felt in the energy and nuclear fuel markets, but its longer-term significance could extend to the strategic balance in South Asia.
For Pakistan, the most effective response is not panic or an arms race. It is energy security, technological development, economic stability and a clear long-term nuclear power policy.
