Justice Mansoor, Justice Athar Receive Rs300m+ in Pension After Resignation

Islamabad: Former Supreme Court judges Justice Mansoor Ali Shah and Justice Athar Minallah have received substantial commuted pension payments following their resignation after the passage of the 27th Constitutional Amendment.

According to credible sources, Justice Mansoor Ali Shah was paid more than Rs160.1 million, while Justice Athar Minallah received over Rs154 million in commuted pension amounts upon their exit from the apex court.

Sources further disclosed that both retired judges are also drawing hefty monthly pensions. Justice Athar Minallah is receiving more than Rs1.22 million per month, while Justice Mansoor Ali Shah’s monthly pension stands at over Rs1.13 million.

Officials revealed that prior to their resignation, the Ministry of Law had significantly increased judges’ allowances, raising house rent to Rs350,000 and the superior judicial allowance to more than Rs1.1 million. Justice Mansoor Ali Shah served for 16 years, while Justice Athar Minallah completed over 11 years of service before stepping down in protest following the approval of the 27th Constitutional Amendment.

Despite retirement, both former judges continue to enjoy extensive post-retirement privileges, including medical facilities, residential accommodation, staff, and special benefits for their spouses.

According to detailed pension records, Justice Athar Minallah’s monthly pension totals Rs1,220,381, which includes Rs91,258 as driver pension, Rs84,885 as special additional pension, along with medical allowances.

Justice Mansoor Ali Shah’s monthly pension amounts to Rs1,135,496, comprising Rs91,258 as driver pension, Rs45,799 as medical allowance, and an additional Rs11,450 under other heads.

Under the Supreme Court Judges Order, 1997, both retired judges are entitled to a wide range of post-retirement benefits. These include medical care, official residence, full support staff, capped utility bills, government vehicle with fuel, security and protocol, national flag display, immunity, and privileges for their spouses.

It is worth noting that in November last year, the federal government significantly increased salaries and allowances for superior judiciary judges. As per a notification issued by the Ministry of Law and Justice, Supreme Court judges’ house rent was enhanced from Rs68,000 to Rs350,000, while the superior judicial allowance was raised from Rs428,040 to Rs1,161,163.

Justice Mansoor Ali Shah served a total of 16 years, one month, and 26 days, whereas Justice Athar Minallah served 11 years, four months, and 24 days as judges.

In November 2025, both judges resigned from the Supreme Court in protest against the 27th Constitutional Amendment, maintaining that the amendment had effectively weakened the authority of the Supreme Court. The incumbent government largely dismissed their resignations, terming them personal or politically motivated rather than principled objections.

President Asif Ali Zardari formally accepted their resignations on November 14, 2025. Under existing rules, retired judges are also allowed to purchase their official vehicles at depreciated prices and are entitled to staff cars or drivers/orderlies.
