Kuwait Plans Freelance Visa Without Sponsor for Expats

A major development has emerged for expatriates living in Kuwait City, as authorities are seriously considering introducing a freelance residency permit that would allow foreign professionals to work without a traditional sponsor.

According to reports, the government of Kuwait is reviewing a proposal to launch a “freelance iqama” system. Under the plan, skilled expatriates would be able to operate independently and start small businesses legally.

Interior Minister Sheikh Fahad Al‑Yousef Al‑Sabah said the initiative aims to provide legal and dignified work opportunities while reducing irregular visa practices. He noted that applicants may need to pay an annual fee of around 800 to 1,000 Kuwaiti dinars.

The minister emphasized that timely payment of employee salaries is a “red line,” warning that violations will not be tolerated. He also indicated that parents could receive facilitation regarding sponsorship of children under 18.

Officials said strict enforcement against violations will continue. Thousands of offenders were deported last year, and several companies faced closure for breaching regulations.

Reports suggest the proposed system could be implemented in the coming months. Authorities believe it may open new pathways for legal employment, provided applicants comply fully with local laws.
