Pakistan Launches Economic Survey 2024–25 Ahead of Federal Budget

The Economic Survey 2024–25 will be officially released today. This key pre-budget report outlines the government’s review of Pakistan’s economic condition during the outgoing fiscal year. Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, will present the document, as confirmed by the finance ministry.

This national economic survey plays a vital role ahead of the federal budget. It provides a complete picture of the country’s socio-economic situation. The economic assessment includes progress, trends, and problems across sectors like agriculture, manufacturing, industry, and services. It also covers energy, IT and telecom, capital markets, health, education, and transport.

The survey highlights developments in social safety nets, environmental efforts, and public infrastructure. It offers updated figures on inflation, trade, debt levels, job creation, population growth, and climate change. This fiscal review is designed to guide planning and shape policy before the new financial year begins.

According to the Annual Plan Coordination Committee (APCC), which the National Economic Council (NEC) endorsed, Pakistan’s GDP growth for 2024–25 stood at 2.7%. For the upcoming year, the target is set at 4.2%. The NEC also noted a 30.9% rise in remittances from July 2024 to April 2025. For the first time, the current account balance remained in surplus during this period.

The Economic Survey 2024–25 points out positive changes in fiscal indicators. The fiscal deficit was cut down to 2.6% of GDP. The primary balance showed a surplus of 3% of GDP. This reflects better financial management and stricter spending control.

Due to improved economic fundamentals and active monetary policies, the interest rate fell gradually to 11%. Lending to the private sector also rose. Between July 2024 and May 2025, loans worth Rs681 billion were issued to private businesses.

The NEC credited both federal and provincial governments for their joint efforts. It said these steps have led the country toward economic recovery and growth. Agriculture played a strong part in building up foreign reserves and boosting the economy. A detailed plan is now being created to ensure long-term growth in agriculture output.

For national development, the government approved a Rs3,483 billion spending plan under the Annual National Development Programme (ANDP) for 2024–25. Out of this, Rs1,100 billion is for federal projects. The provinces will manage Rs2,383 billion for their own development plans.

The pre-budget report for 2024–25 will serve as a base for the upcoming federal budget. It aims to support Pakistan’s economic roadmap focusing on stability, growth, and responsible fiscal policies.

Meanwhile, the budget session schedule has been finalized. Speaker of the National Assembly, Sardar Ayaz Sadiq, approved the parliamentary calendar. The federal budget for 2025–26 will be presented on June 10.

Debate on the budget will run from June 13 to 21 in the National Assembly. All parties will get time as per the rules. Voting on demands, grants, and cut motions will take place on June 24 and 25. The Finance Bill is scheduled to pass on June 26. Discussions on supplementary grants and other matters will follow on June 27.
