Petroleum Levy Pushes Record Revenue in Pakistan, Surpassing IMF Loan Programs

Pakistan has witnessed a sharp rise in revenue collection as the government significantly increased its reliance on petroleum levy over the past two years. Official documents reveal that the scale of this collection has now exceeded the combined value of two major IMF loan programs.

According to government records, Pakistan collected more than 2,725 billion rupees under petroleum levy between April 2024 and March 2026. This amount is higher than the total worth of two ongoing IMF loan programs when converted into Pakistani currency. The comparison highlights how important petroleum levy has become as a major source of government income.

The documents further show that in the first nine months of the current fiscal year, from July 2025 to March 2026, the country generated over 1,205 billion rupees through petroleum levy alone. In the previous fiscal year 2024–25, the collection stood at around 1,220 billion rupees, showing consistent high-level revenue generation.

Earlier, from April to June 2024, the government collected nearly 299.63 billion rupees in petroleum levy, adding further to the overall upward trend. Over the two-year period, the rising dependence on petroleum levy reflects its growing role in stabilizing government finances amid economic challenges.

The comparison with IMF funding also underlines the scale of domestic revenue generation, as the total petroleum levy collection has now exceeded the combined size of external loan assistance programs.
