SCO Summit discussions kicked off in Pakistan as External Affairs Minister S. Jaishankar delivered India’s national statement at the Shanghai Cooperation Organisation (SCO) Council of Heads of Government meeting. This gathering marks a significant moment as it’s the first visit by an Indian Foreign Minister to Pakistan in nearly nine years.
In his address, Jaishankar emphasized the importance of the SCO in responding to today’s challenges. He highlighted five main points:
- Countering Terrorism: Jaishankar stressed that the SCO’s primary goal of combatting terrorism, separatism, and extremism is crucial now more than ever. He called for honest dialogue, trust, and a reaffirmed commitment to the SCO Charter. He urged member states to be firm in countering these “three evils.”
- Globalization and Rebalancing: The minister pointed out that globalization and rebalancing are essential realities. He encouraged SCO countries to embrace these concepts to advance collective goals.
- Mutual Respect: Cooperation among SCO nations must be based on mutual respect and sovereignty. Jaishankar warned against unilateral agendas, stating that the organization cannot thrive if it cherry-picks global practices, particularly regarding trade and transit.
- Industrial Cooperation: He mentioned that enhancing industrial cooperation could boost competitiveness and expand labor markets. Areas for collaboration include MSMEs, connectivity, environmental protection, and climate action. He noted that collective efforts in health, food, and energy security would yield better results.
- Indian Initiatives: Jaishankar also showcased various Indian initiatives, including the Digital Public Infrastructure (DPI), women-led development projects, and the International Solar Alliance (ISA). He argued these initiatives are highly relevant for the SCO.
Jaishankar called for the SCO to lead the push for reform in global institutions. He noted the need for a more representative and accountable United Nations Security Council (UNSC). He emphasized that mutual interests and adherence to the Charter are essential for the organization’s success.
Pakistan is hosting the SCO Council of Heads of Government summit on October 15 and 16. The last Indian Foreign Minister to visit Pakistan was Sushma Swaraj in December 2015.
