ISLAMABAD – Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto-Zardari has launched a sharp critique against the federal government, accusing it of an inadequate response to the devastating floods that have hit South Punjab and other regions. He singled out the government’s reluctance to utilize the Benazir Income Support Program (BISP) as the primary channel for immediate financial aid to victims.
BISP: The “Proven Mechanism” Being Ignored
Speaking at a press conference in Karachi alongside Sindh Chief Minister Murad Ali Shah, Bilawal emphasized that BISP is the federal government’s most effective tool for disaster relief.
“Even during the COVID-19 pandemic, BISP was the primary tool used to support victims. I don’t understand why it seems like ego is driving federal decisions now,” Bilawal stated. “Is the reason for not using BISP ego, or something else?”
He argued that the program has a proven track record of successfully distributing aid during past crises, including floods. “This is a time for unity, not ego,” he asserted.
Criticism of Federal Government’s Flood Management
The PPP chairman expressed deep concern over the PML-N-led federal government’s handling of the disaster. He pointed out that the federation should have immediately appealed for international support following the floods.
“What is the fault of the people of South Punjab? They have suffered immense losses,” Bilawal said. “The federation plays a frontline role during natural disasters. That is not the job of any one province.”
He also highlighted a contradiction in the PML-N’s stance, noting that the party had previously praised BISP during election campaigns but is now avoiding its use for relief.
Warnings of Food Insecurity and Agricultural Crisis
Turning to the economic impact, Bilawal warned of looming food insecurity and rising prices of essential commodities like wheat. While he appreciated the Prime Minister’s declaration of an agricultural emergency, he stressed that immediate policy action is needed to support local farmers.
“Instead of importing wheat at high costs, we should support our farmers. The Sindh government is ready to help, and I’ve asked the Chief Minister to prepare a comprehensive plan,” he explained. “If wheat cultivation is supported properly, we won’t need to import it.”
Sindh Government’s Initiatives: The Hari Card
Bilawal highlighted the PPP’s Hari Card initiative in Sindh, designed to provide direct support to small landowners and farmers. He encouraged eligible individuals to register for the program, which promises provisions like DAP and urea fertilizer.
“We are aware of the hardships farmers face, and we will do everything possible to support them,” he added.
Call for Coordination and Commentary on Other Issues
While thanking the Prime Minister for certain relief measures, Bilawal reiterated his demand for electricity bill concessions for flood victims and called for better federal-provincial coordination.
On political matters, Bilawal criticized the PML-N for not sharing a draft of the proposed 26th Constitutional Amendment with stakeholders. He also welcomed his cousin, Zulfikar Ali Bhutto Jr., into politics and lauded the recent Pakistan-Saudi Arabia investment deal.
